Most Scottish industry and commerce is concentrated in a few large cities on the waterways of the central lowlands. Edinburgh, on the Firth of Forth, is a cultural centre, the capital of Scotland, and one of the the top financial centres in Europe. Glasgow, one of the largest cities in the UK, lies on the Clyde; it is Scotland's leading seaport and was once a centre of shipbuilding and it supports numerous light industries. Although heavy industry has declined, the high-technology Silicon Glen corridor has developed between Glasgow and Edinburgh. Tourism is also very important. At one stage, Scottish peers were entitled to elect sixteen representative peers to the House of Lords. In 1963, the Peerage Act was passed, allowing every Scottish peer to sit in the House of Lords. However, since the current Labour government's reforms of that house this is no longer the case and hereditary Scottish peers have to stand for election from amongst all eligible peers to sit in the house as part of a group of 92 entitled to do so. Scotland has a high proportion of irreligious / atheists, the second highest type of (un)belief in the population. Scotland retains its own unique legal system, based on Roman law, which combines features of both civil law and common law. The terms of union with England specified the retention of separate systems. The barristers being called advocates, and the judges of the high court for civil cases are also the judges for the high court for criminal cases. Scots Law differs from England's common law system. This state of affairs continued until May 1999 when Scotland's Parliament was established following a referendum. Whereas the old Scottish Parliament had functioned as the full parliament of a sovereign state, the new parliament governs the country only on domestic matters, the United Kingdom Parliament having retained responsibility for Scotland's defence, international relations and certain other areas. The Parliament is elected with a Proportional Representation electoral system, namely, the Additional Members System. This is unlike Westminster which is still elected by the First Past the Post method. It is elected every four years and contains 129 members (referred to as MSPs). In 1997, the Blair Labour government of the United Kingdom held referendums on the issue of devolution: the creation of national assemblies in each of the three countries of the UK except England. Voters in all three countries voted in the affirmative, reversing parts of the three-hundred year old Union of the Parliaments. The new Scottish Parliament stands next to Holyrood House in Edinburgh. Scotland was historically represented in the UK government by the Secretary of State for Scotland. This post was established in the 1880s but recently it has been the topic of much speculation. Many believe that since devolution there is no need for such a role to exist. The current Secretary of State is Alastair Darling. The largest political party operating in Scotland is the Labour Party. They replaced the Liberals as Scotland's main political force in the early twentieth century and traditionally represent the interests of workers and trade-unionists. They currently operate as the senior partners in a coalition Scottish Executive. Historically the politics of Scotland have reflected those of the UK as a whole, although with some differences. For example, besides the main UK-wide political parties (Labour, Conservatives and the Liberal Democrats) a number of Scottish-specific parties operate. These include the Scottish National Party (SNP), the Scottish Socialist Party (SSP) and the Scottish Green Party. These parties became more of a force in Scottish politics after the establishment of the Scottish Parliament in 1998. The election of the Labour government in 1997 ensured that there would be a referendum on establishing a devolved Scottish Parliament. This was held in September, 1997 and the Scottish people voted 75% in favour of its establishment.
