At one stage, Scottish peers were entitled to elect sixteen representative peers to the House of Lords. In 1963, the Peerage Act was passed, allowing every Scottish peer to sit in the House of Lords. However, since the current Labour government's reforms of that house this is no longer the case and hereditary Scottish peers have to stand for election from amongst all eligible peers to sit in the house as part of a group of 92 entitled to do so.

The election of the Labour government in 1997 ensured that there would be a referendum on establishing a devolved Scottish Parliament. This was held in September, 1997 and the Scottish people voted 75% in favour of its establishment.

In 1997, the Blair Labour government of the United Kingdom held referendums on the issue of devolution: the creation of national assemblies in each of the three countries of the UK except England. Voters in all three countries voted in the affirmative, reversing parts of the three-hundred year old Union of the Parliaments. The traditional political divides of left and right have also intersected with arguments over devolution, which all the UK-wide parties have supported to some degree throughout their history (although both Labour and the Conservatives have swithered a number of times between supporting and opposing it). However, now that devolution has occurred, the main argument about Scotland's constitutional status remains between those who support Scottish independence and those who oppose it. Recent trends indicate, according to the State of the Nation Poll 2004, that 66% of Scots would like the Scottish Parliament to have more powers, while only 2% would like to see the powers returned to Westminster.

From 1885 to 1918 the Liberal party almost totally dominated Scottish politics. Only in the khaki election of 1900 did the Conservative Party -- known as the Unionists in Scotland -- win a majority of seats.

Scotland retains its own distinct sense of nationhood. Academic research consistently shows that people in Scotland feel Scottish, whilst not necessarily feeling the need to see that translated into the establishment of a fully-independent Scottish nation-state.

Scotland currently elects 72 MPs from 72 single-member constituencies to serve in the House of Commons. This is an over-representation and it is expected that the number will be reduced in time for the next General Election. Indeed, the boundary commission for Scotland has recommended a reduction to 59 MPs. This over-representation was widely accepted before to allow for a greater Scottish voice in the Commons, but since the establishment of a Scottish Parliament it has been felt that this is less necessary.

Scotland comprises the northern part of the island of Great Britain; it is bordered on the south by England. The country consists of a mainland area plus several island groups, including Shetland, Orkney, and the Hebrides, divided into the Inner Hebrides and Outer Hebrides. Three main geographical and geological areas make up the mainland: from north to south, the generally mountainous Highlands, the low-lying Central Belt, and the hilly Southern Uplands. The majority of the Scottish population resides in the Central Belt, which contains three of the country's six largest cities, Edinburgh, Glasgow, Stirling, and many large towns. Most of the remaining population lives in the North-East Lowlands where two of the remaining three cities, Aberdeen and Dundee, are situated. The final city, Inverness, is situated where the River Ness meets the Moray Firth, on the fault between the North-West Highlands and the Cairngorms.

In 1326, the first full Scottish Parliament met. The parliament had evolved from an earlier council of nobility and clergy, the colloquium, constituted around 1235, but in 1326 representatives of the burghs — the burgh commissioners — joined them to form the Three Estates.

In 1547, after the death of Henry VIII, forces under the English regent Thomas Somerset were victorious at the battle of Pinkie Cleugh, the climax of the Rough Wooing and followed up by occupying Edinburgh. However it was to no avail since Queen Mary was in France and Marie de Guise called on French reinforcements who helped stiffen resistance to the English occupation. By 1550, after a change of regent in England, the English withdrew from Scotland completely.

Much of Scotland (particularly the West Central Belt around Glasgow) has experienced problems owing to the religious divide between Presbyterians and Catholics. Many Scottish Catholics maintain that, because many Establishment and business figures have links to the Orange Order, sectarianism is deeply rooted in Scottish society. This problem has historically manifested itself in a number of ways, particularly in employment and in football fanaticism. The problems associated with sectarianism in Scotland have diminished markedly compared with the past, although issues do remain to a certain degree. Scottish police have recently moved to restrict the number of Orange parades.

Of the stone, bronze, and iron age civilisations which occupied the country, many artefacts, but few examples of writing, remain. Following the Act of Union and the subsequent Scottish Enlightenment and Industrial Revolution, Scotland became one of the commercial, intellectual and industrial powerhouses of Europe. Its industrial decline following World War II was particularly acute, but in recent decades the country has enjoyed something of a cultural and economic renaissance, fuelled in part by a resurgent financial services sector, the proceeds of North Sea oil and gas, and latterly a devolved parliament.
